Right-of-way acquisition across hundreds of miles of private and public land adds further complexity and cost.

Several high-profile transmission projects illustrate both the opportunity and the challenge. The SunZia Wind and Transmission project in New Mexico, a 550-mile HVDC line that will deliver 3.5 GW of wind energy to Arizona, took over 15 years to develop but is now under construction. The Grain Belt Express, connecting Kansas wind resources to eastern markets, spent over a decade in permitting before securing necessary approvals.

For investors, transmission development offers attractive long-term returns but requires patient capital. Regulated transmission assets typically earn allowed returns on equity of 10-12%, with cost recovery guaranteed through utility rate bases. However, the development risk during the multi-year permitting process is significant.

Private transmission developers are emerging as an important complement to traditional utility development. Companies like Pattern Energy, Clean Line Energy, and NextEra Transmission are pursuing merchant and negotiated rate transmission projects that can potentially earn higher returns than regulated assets while serving specific clean energy corridors.
