Solar Module Pricing Hits $0.28: What It Means

Twenty-eight cents per watt may sound small, but in the solar industry, a median module price of $0.28/W is a signal worth paying close attention to — because it didn't get there by accident.

According to Anza's Q1 2026 Quarterly Pricing & Domestic Content Report, U.S. median solar module pricing has settled at $0.28 per watt. That figure reflects a market actively absorbing two significant pressures at once: intensified trade enforcement and the tightening compliance requirements around Foreign Entity of Concern (FEOC) designations. Understanding what's driving that number — and where it goes from here — matters for every developer, procurement team, and asset owner active in the U.S. market right now.

The Price Tag in Context

$0.28/W as a median isn't a floor — it's a snapshot of where supply and demand are equilibrating under unusual stress. To appreciate what that means, consider the trajectory. Global module prices had been collapsing for years, driven by massive Chinese manufacturing overcapacity. At the trough, spot prices on the global market dipped well below $0.10/W. U.S. prices never followed that curve, insulated by tariffs, but domestic buyers were still benefiting from a broadly deflationary module market.

That deflationary era is effectively over for U.S. buyers — at least for modules that can survive regulatory scrutiny.

The $0.28/W median represents a bifurcated market: compliant modules carrying a meaningful premium over non-compliant alternatives that are becoming increasingly difficult to actually use on bankable projects. The price you can buy at and the price you can build with are no longer the same number.

What Trade Enforcement Actually Did to Costs

Tightened trade enforcement isn't new, but the intensity of its application has accelerated. The Biden and Trump administrations, despite their differences on energy broadly, found rare common ground on restricting subsidized Chinese solar supply chains from accessing the U.S. market. Antidumping and countervailing duties, expanded Withhold Release Orders under the Uyghur Forced Labor Prevention Act (UFLPA), and stricter customs scrutiny have collectively created a procurement environment where provenance documentation is now as important as the module spec sheet.

The practical effect on pricing is straightforward: supply that can credibly demonstrate clean supply chain documentation is constrained, and constrained supply commands higher prices. Manufacturers who have invested in non-Chinese or verified-compliant production — whether in Southeast Asia with auditable upstream inputs or in the growing U.S. domestic manufacturing base — are price-setters in this environment rather than price-takers.

For procurement teams accustomed to running RFPs purely on cents-per-watt, the enforcement reality has fundamentally changed what "cheapest" actually costs when you factor in port holds, project delays, and financing risk.

An insider reality check: many project developers are discovering that modules purchased below market prices from less-scrutinized suppliers are sitting in customs limbo or require expensive re-testing and documentation remediation. The $0.28/W median increasingly reflects modules that can actually move from purchase order to interconnection without a compliance crisis.

Foreign Entity of Concern: The Compliance Layer Reshaping Procurement

FEOC compliance is where solar module pricing gets genuinely complicated. Under the Inflation Reduction Act's clean energy tax credit framework, components manufactured by or with significant involvement from Foreign Entities of Concern — primarily Chinese state-affiliated companies — face restrictions on domestic content bonus eligibility and, increasingly, baseline credit qualification.

This matters enormously because the ITC and PTC structure underpins the financial model of virtually every utility-scale and commercial solar project in the U.S. A module that disqualifies a project from bonus credits isn't cheap at any price per watt.

The challenge for manufacturers is that "FEOC" isn't always a clean binary. Supply chains are layered. Polysilicon sourcing, ingot pulling, wafer slicing, cell production, and module assembly can each involve different entities across different geographies. A module assembled in a U.S. facility can still carry FEOC exposure if its upstream inputs trace back to restricted entities. Proving clean provenance across every layer of that chain requires a documentation infrastructure that most suppliers are still building.

For buyers, the practical implication is that FEOC compliance due diligence has become a core procurement function — not a legal afterthought. Developers who haven't built this capability internally are increasingly dependent on third-party verification services or supply chain platforms that can flag exposure before a purchase order is signed.

Where the Market Goes From Here

Predicting solar module pricing with confidence is a fool's errand — too many variables, too much policy uncertainty. But the structural forces at play suggest a few reasonable expectations.

First, compliant module supply will grow. U.S. domestic manufacturing capacity is real and expanding. Companies like First Solar have been running American facilities for years; newer entrants backed by IRA incentives are coming online. Southeast Asian manufacturers who have invested in upstream supply chain diversification away from Chinese polysilicon are also increasing their verifiable-compliant output. More supply meeting the compliance bar should, over time, moderate the premium embedded in that $0.28/W figure.

Second, enforcement isn't loosening. Regardless of which administration occupies the White House, the bipartisan political consensus around supply chain security — and the institutional momentum within Customs and Border Protection — points toward sustained, if not intensifying, scrutiny. Developers who build procurement strategies around the hope of enforcement relaxation are taking a structural risk.

Third, the domestic content bonus remains a powerful incentive. Projects that can credibly claim domestic content adders under the IRA are effectively being subsidized to pay more for compliant modules. That dynamic creates room for domestic and near-shored manufacturers to hold pricing at levels that would have seemed uncompetitive two years ago.

The market isn't broken — it's reorienting around a new definition of value that includes compliance, supply chain transparency, and financing bankability alongside pure cost.

For developers early in project planning, the strategic move is to lock in compliant supply agreements earlier in the development cycle than has historically been typical. Module pricing risk and compliance risk are now the same risk, and managing them requires engaging suppliers before you're under time pressure. Waiting for "the market to settle" may mean waiting through a construction window.

For investors and asset owners evaluating existing projects, FEOC exposure in a portfolio isn't necessarily a crisis — but it requires honest assessment. Projects with modules that carry unresolved FEOC questions may face financing friction at refinancing or sale, particularly as lenders and tax equity investors build their own compliance requirements into term sheets.

The Takeaway for Infrastructure Buyers

$0.28/W is a data point, but the story behind it is structural. The U.S. solar module market has permanently moved away from a world where you could optimize procurement purely on price discovery. Compliance, provenance, and supply chain transparency are now variables in the cost model — and the developers and procurement teams who internalize that soonest will have a meaningful competitive advantage in project execution.

The real question isn't whether module prices will go up or down from here. It's whether your procurement process is built for the market that actually exists.
