Is Your Town Ready for a Data Center?

When a crowd fills a small-town village council chamber over a proposed data center, something significant is happening beneath the surface. In Archbold, Ohio — a tight-knit community of roughly 4,500 people — residents showed up in force to push back against a potential facility. They weren't protesting technology. They were asking questions nobody had answered yet: How loud will it be? What happens to our water? Who actually benefits here?

That dynamic is playing out in municipalities across the country, and it's accelerating fast. Understanding why — and what developers, municipalities, and investors can do about it — matters enormously for the future of data center development.

What a Data Center Actually Is (And Why Everyone Wants to Build One Right Now)

Strip away the jargon, and a data center is a warehouse for computing. It houses the servers, networking equipment, and cooling systems that power everything from cloud storage to AI model training. A hyperscale facility can cover over a million square feet and draw hundreds of megawatts of power — roughly the equivalent of a small city's electricity consumption.

The build-out happening right now is unlike anything the industry has seen. Driven by the explosion of generative AI, streaming, and cloud migration, analysts at JLL estimated that data center capacity demand in the U.S. grew by 26% in 2023 alone. Major players like Amazon Web Services, Microsoft Azure, and Google Cloud are committing tens of billions of dollars to new construction. And critically, they're not just building in Northern Virginia and Silicon Valley anymore. They're fanning out into secondary and tertiary markets — places like Ohio's rural corridors — chasing cheaper land, available power infrastructure, and tax incentives.

For small communities, that search creates a collision between enormous capital and very local concerns.

What Residents Are Actually Afraid Of

The Archbold situation is instructive precisely because it's not unique. Community opposition to data center development tends to cluster around a handful of legitimate, concrete concerns — not just reflexive NIMBYism.

Noise is usually the first flashpoint. Industrial cooling systems — the chillers, cooling towers, and backup generators that run 24/7 — produce sustained noise levels that can reach 70–80 decibels at the facility perimeter. For residents within a few hundred yards, that's the difference between a quiet neighborhood and living next to a highway.

Water consumption is the second major concern, and arguably the more substantive one. Traditional air-cooled and evaporative cooling systems can consume millions of gallons of water annually. A mid-sized 100 MW facility using evaporative cooling might draw 100–360 million gallons per year — a significant ask in any watershed, but especially in agricultural communities where water rights are both economic and cultural.

Traffic and infrastructure strain round out the list. Construction phases can bring heavy equipment through roads built for farm trucks, not concrete mixers. After opening, utility upgrades, security vehicles, and vendor deliveries create ongoing load on infrastructure that was never designed for industrial-scale operations.

What's often missing from early development conversations is acknowledgment that these concerns are valid. When residents feel dismissed, opposition hardens. When they feel heard, the conversation can actually move somewhere productive.

The Economic Case — Read the Fine Print

Developers typically lead with jobs and tax revenue when pitching a data center to a community. Both claims deserve scrutiny.

The job creation numbers are real but often overstated in their local impact. A large data center might employ 50–200 full-time workers once operational — highly skilled, well-paid positions in network engineering, facilities management, and security. That's genuinely valuable. But those roles frequently require specialized credentials that existing residents don't hold, which means many positions get filled by workers relocating from elsewhere or commuting from larger metro areas.

The construction phase generates far more local employment than operations ever will — and it ends.

Tax revenue is the stronger argument, and it's a meaningful one. Data centers represent enormous assessed values, and property tax contributions to local school districts and municipal budgets can be substantial. Ohio, like many states, has used tax abatement programs to attract facilities, which complicates the picture — communities sometimes forgo near-term tax revenue in exchange for long-term base building. Developers and municipalities need to be transparent about the actual timeline to full tax contribution, not just the headline number.

Local businesses can benefit indirectly through increased demand for services during construction and from the spending of relocated workers. But that effect is modest and shouldn't be oversold to communities weighing genuine quality-of-life concerns against economic projections.

The Regulatory Terrain Developers Need to Navigate

Data center development doesn't exist in a regulatory vacuum, though the framework varies significantly by state and municipality. Zoning is the first battleground. Many rural or light-industrial zones weren't written with hyperscale computing in mind, which means conditional use permits, variance requests, and sometimes outright rezoning are required — all of which create formal opportunities for public comment and opposition.

Environmental review requirements under state equivalents of NEPA can trigger detailed analysis of water use, noise impact, stormwater management, and traffic. In communities where a project lacks broad support, these processes become extended pressure campaigns.

The developers who navigate this most effectively treat regulatory compliance as a floor, not a ceiling. Committing to noise monitoring agreements, water recycling systems, and road maintenance funds — beyond what's strictly required — signals good faith and builds the political capital that speeds approval timelines.

Grid interconnection is a growing bottleneck that cuts both ways. Data centers need significant power, and utilities in many regions are already dealing with queue backlogs for new large load interconnections. Some developers are increasingly pairing facilities with on-site renewable generation or battery storage specifically to reduce grid dependency and improve community optics simultaneously.

How to Actually Build Trust — Before Groundbreaking

The communities where data center development goes smoothly share one common characteristic: early, genuine engagement. Not a public meeting held after the zoning application is filed. Early.

That means door-to-door conversations with adjacent property owners before any permits are requested. It means inviting local officials to tour existing facilities in comparable communities — let them see and hear what they're actually approving. It means creating specific, binding commitments on the issues residents care about most and putting them in writing.

Communication channels matter too. A single public meeting draws the most activated opponents. A sustained engagement strategy — community advisory committees, ongoing neighborhood liaison programs, accessible project websites with real contact information — reaches the broader, often quieter majority of residents who are genuinely curious but not yet alarmed.

Third-party validators carry weight that developer representatives simply don't. When the county water authority, a respected local environmental group, or a neighboring municipality's mayor can speak to a developer's track record, it changes the dynamic in a room.

For infrastructure investors and developers evaluating sites, it's worth building community engagement costs directly into project pro formas — not treating it as an afterthought or a PR expense. In a market where local opposition can delay a project by 18–24 months or kill it entirely, the ROI on meaningful engagement is straightforward math.

What Comes Next

The Archbold story hasn't finished being written. But what it represents — small communities suddenly thrust into high-stakes infrastructure decisions — will only become more common. The pace of data center development isn't slowing. If anything, AI infrastructure demand means it accelerates from here.

Communities that develop clear, forward-looking frameworks for evaluating data center proposals — criteria for noise limits, water use standards, tax agreement structures — will be far better positioned than those reacting project-by-project. And developers who invest in genuine community relationships rather than minimum-viable public engagement will find faster timelines, fewer legal challenges, and better long-term operating environments.

The crowd that showed up in Archbold wasn't anti-technology. They were asking to be treated as partners in a decision that affects their daily lives. That's not an obstacle to infrastructure development. That's exactly the feedback loop that makes infrastructure better.
