Virginia Court Blocks PW Digital Gateway Data Center
A Virginia court halts the PW Digital Gateway data center, raising critical questions about community and environmental impacts in infrastructure development.
The data center industry has grown accustomed to getting what it wants: land, power, permits. The demand is enormous, the money is real, and local governments have largely played along. The PW Digital Gateway project in Prince William County, Virginia, was supposed to be the clearest proof of that dynamic yet: a multi-gigawatt, multi-company campus sprawling across 2,100 acres of greenfield land, approved in a single 27-hour marathon public meeting.
A Virginia Court of Appeals just told that story to stop.
In a unanimous ruling, a three-judge panel blocked construction of the campus, siding with the American Battlefield Trust, the Oak Valley Homeowners Association, and local landowners who argued the county never gave residents proper notice before rezoning thousands of acres. The ruling upholds a prior decision that already revoked the project's zoning. This isn't a procedural speed bump; it's a direct challenge to the "move fast and figure out the legal details later" approach that has defined data center siting strategy across Northern Virginia.
What Was Actually Being Built Here
Before getting into the legal weeds, it's worth understanding the sheer scale of what QTS and Compass proposed.
QTS planned approximately 11.3 million gross square feet of data center space. Compass planned 11.55 million square feet. Combined, that's roughly 37 buildings at full build-out on land adjacent to Manassas National Battlefield Park and Conway Robinson State Forest. The project was designed to deliver multi-gigawatt capacity — a figure that, in context, means this single campus could have consumed more power than many mid-sized American cities.
Prince William County approved all of it in December 2023, after a single session that ran for 27 consecutive hours.
That detail matters. A 27-hour meeting isn't deliberate governance; it's a pressure cooker. Critics argued at the time that the county was rushing to lock in approval before opposition could fully organize. The court's eventual finding suggests they were right.
What the Court Actually Decided
The legal question at the center of this case wasn't whether data centers are good or bad for Northern Virginia. It was simpler and, ultimately, more damning: did Prince William County follow its own rules?
The plaintiffs argued that public hearing advertisements placed in the Washington Post failed to comply with Virginia statute and county ordinance requirements for proper notice. They also contended that materials relevant to the rezoning applications weren't made publicly available at the time of the initial advertisement — meaning residents had no meaningful opportunity to review what they were supposedly being consulted about.
The three-judge panel agreed, unanimously, and the project's zoning was revoked.
For developers, this is a painful lesson in the difference between approval and legal authority. QTS and Compass had every reason to believe they had cleared the political hurdles. The Board of Supervisors voted yes. They had investors, plans, and presumably construction timelines. What they didn't have was a procedurally sound process — and in Virginia, that's the kind of gap that courts take seriously.
American Battlefield Trust president David Duncan put it bluntly: the county "rushed to judgment because they knew support on the Board for this mega-project was eroding." That's a pointed accusation, and the court's ruling gives it significant credibility.
What the Opposition Was Actually Protecting
The environmental concerns raised by the coalition aren't abstract. The proposed campus sat adjacent to Manassas National Battlefield Park — one of the better-preserved Civil War sites in the country — and Conway Robinson State Forest. Development of this scale brings not just buildings but transmission infrastructure, cooling systems, water consumption, and the kind of industrial noise and light that fundamentally changes the character of surrounding land.
Kyle Hart of the National Parks Conservation Association said it plainly: "No one goes to a national park to see data centers."
The Piedmont Environmental Council's Chris Miller pointed to the private lands surrounding the site as well — properties with environmental, historic, scenic, and cultural significance that don't get the protection of a federal park designation but are no less real. Greenfield data center development of this magnitude doesn't just occupy land; it permanently restructures the regional landscape around it.
This is the tension the industry hasn't fully reckoned with. Northern Virginia hosts more data center capacity than anywhere else on earth, and the pressures driving expansion — AI workloads, cloud growth, enterprise demand — are not easing. But the remaining available land is precisely the land that communities have fought hardest to protect. The easy sites are gone.
What This Means for Data Center Development Beyond Virginia
Developers watching this case from outside Virginia should read it as a signal, not an isolated incident.
The PW Digital Gateway ruling establishes that a large-scale rezoning approval, secured under procedurally flawed conditions, will not survive judicial review — even in a jurisdiction that has historically been extraordinarily friendly to data center investment. If that can happen in Northern Virginia, it can happen anywhere.
The practical implication is that speed-to-approval strategies carry real legal risk. A 27-hour public meeting might feel like due diligence, but if the notice requirements that preceded it were deficient, the entire approval is vulnerable. Developers who assume that political support from a county board is sufficient insulation from legal challenge are operating on borrowed time.
There's also a zoning law dimension worth watching. Virginia has relatively specific statutory requirements around public notice for rezonings. Other states have their own variants. The litigation risk profile for large-scale data center projects — particularly those on greenfield land near protected areas — has just gotten more complex. Environmental groups and preservation organizations now have a playbook.
Where Prince William County Goes From Here
The county has 30 days to appeal the decision, and officials have been careful to say nothing committal. Their public statement was as minimal as legally defensible: they're reviewing the ruling, the county attorney will advise the board, and since an appeal is still possible, they won't comment further.
That's not surprising. But it does leave QTS and Compass in a genuinely uncertain position. The county was their partner in this process. If the county declines to appeal, the project's legal foundation is gone. If it does appeal, the case moves to the Virginia Supreme Court — where a procedural ruling this clean is a difficult thing to overturn.
The more constructive path forward, if the county and developers want to salvage any version of this project, runs through the community engagement process they skipped the first time. That means real public hearings with adequate notice, accessible materials, and enough time for residents to actually read what they're being asked to weigh in on. It means not scheduling a 27-hour vote. It means treating the communities adjacent to a 2,100-acre industrial development as stakeholders rather than obstacles.
Whether QTS and Compass have the appetite for that process — or whether they redirect their capital to less contested markets — will shape not just this project but Northern Virginia's relationship with data center development for years to come. The power demand isn't going away. Neither, it turns out, are the communities that live next to where the power gets used.
