Virtual power plants (VPPs) are gaining momentum as a way to aggregate thousands of distributed energy resources — including rooftop solar, home batteries, smart thermostats, and electric vehicles — into coordinated systems that can provide grid services comparable to traditional power plants.

The concept is simple but powerful: instead of building a new 100 MW gas peaker plant, a utility can aggregate and coordinate 50,000 home batteries and solar systems to provide the same capacity during peak demand periods. FERC Order 2222, which requires regional transmission organizations to allow distributed energy resources to participate in wholesale electricity markets, has provided a regulatory foundation for VPP growth. Several RTOs are now processing VPP participation models, though implementation has been slower than industry advocates hoped.

The economics of VPPs are compelling. By leveraging existing distributed resources, VPPs can provide capacity services at costs 30-50% below new peaker plants, while also reducing transmission and distribution infrastructure requirements. Participants in VPP programs typically receive annual payments of $200-$500 for making their resources available, creating a revenue stream that improves the economics of distributed energy investments.

Utilities are increasingly incorporating VPPs into their integrated resource plans. Hawaiian Electric, Green Mountain Power, and Portland General Electric have all launched residential VPP programs that compensate customers for allowing grid operators to dispatch their home batteries during peak periods. These programs have demonstrated reliable performance during heat waves and other stress events.
