The Growth Nobody Planned For

The numbers behind data center development aren't abstract. Global data traffic has roughly doubled every two to three years for the past decade, driven by cloud computing, AI workloads, streaming, and the sheer digitization of commerce and healthcare. Hyperscalers like Microsoft, Amazon, and Google are committing billions annually to new facilities. But it's not just the tech giants — colocation providers, edge computing operators, and enterprise developers are all competing for the same limited pool of viable sites.

The result is that secondary markets — smaller metros, rural counties, mid-sized towns — are now on the development map in ways they simply weren't five years ago.

A commissioner asking whether the county had any mechanism to stop or regulate the project suggests the facility wasn't anticipated in local planning documents. That's not unusual. What Actually Happens to Local Resources

The strain that data center infrastructure places on local systems isn't speculative — it's documented and measurable.

Power is the most obvious pressure point. A large facility will negotiate directly with the utility for a dedicated interconnection agreement, often requiring transmission upgrades that cost tens of millions of dollars. Those costs don't always stay with the developer. Depending on the state's utility regulatory framework, ratepayers can end up subsidizing the grid upgrades that make a private facility viable. Northern Virginia — the world's densest data center market — has seen this tension play out explicitly, with Dominion Energy customers bearing costs tied to data center-driven grid expansion.

Water is the quieter concern. Evaporative cooling systems, still widely used in large facilities, can consume one to five million gallons of water per day, depending on climate and scale. In regions already managing drought stress or aging municipal water infrastructure, that's not a trivial ask. Communities often don't know the water demand figures until after permits are filed.

Traffic and emergency services get less attention, but a construction-phase data center project can bring hundreds of heavy equipment movements per day through roads not designed for that load — and once operational, the facilities require specialized emergency response that most rural fire departments aren't equipped to provide.

Then there's the tax picture, which cuts both ways. Data centers generate significant property tax revenue and can fund local services meaningfully. But many states offer aggressive tax abatements — exempting data center equipment from sales tax and offering property tax freezes — specifically to attract development. The fiscal calculus depends entirely on how those incentives are structured and who negotiated them.


Site Selection Is Where the Decisions Get Made

By the time a data center developer appears before a county commission, most of the consequential decisions have already happened. Site selection — which considers power availability, fiber connectivity, land cost, flood risk, seismic activity, and proximity to cooling water — determines a project's fundamental character before a single public meeting occurs.

This is the insider reality that local officials often miss: developers aren't choosing sites arbitrarily. They've run sophisticated analyses that score hundreds of locations against operational requirements. When a developer commits to a site, they've already invested significantly in that selection. Walking away is expensive.

That dynamic shifts the negotiating leverage in ways communities don't always recognize. A commissioner asking whether the county can stop a project is asking the right question — but the more powerful question is what the county should require before it says yes.

Regulatory compliance is necessary but insufficient. Smart communities are using the development approval process to negotiate infrastructure contributions, emergency service funding, and community benefit agreements that don't appear in state-level incentive frameworks.

Data center development agreements in some jurisdictions now include provisions for road impact fees, water system upgrades, fire department equipment grants, and even local hiring commitments. These don't happen automatically — they require local officials who understand what they're negotiating and developers who see long-term community relations as a business necessity.


The Regulatory Gap and How It's Closing

Current regulation of data center infrastructure in the United States is a patchwork. At the federal level, there's no unified framework governing water use, grid impact, or land use for these facilities. Environmental review requirements vary significantly by state and project scale. Many data centers are permitted as-of-right in industrial zones with minimal public process.

That's starting to change. Virginia — home to roughly a third of the world's data center capacity — passed legislation in 2023 requiring utility impact studies for large new facilities. Several counties in Northern Virginia have imposed moratoriums while they revise zoning frameworks. Georgia, which has emerged as a major growth market, is seeing similar legislative conversations around grid reliability and local planning authority.

The trajectory is clear: the regulatory environment for data center development will become more rigorous over the next five to ten years. For developers, that means the projects getting permitted today under lighter-touch regimes are moving through a window that won't stay open indefinitely.

For communities, the implication is different. Waiting for state or federal frameworks to provide protection is slower than building local capacity to engage with projects substantively. Counties that have updated their zoning language, trained staff on data center-specific impacts, and established clear community benefit expectations are better positioned than those still treating these facilities as just another industrial use.


The Engagement Problem Nobody Wants to Talk About

Data center developers are, as a class, not great at community engagement. The industry grew up in markets — Northern Virginia, Phoenix, Silicon Valley — where political conditions were favorable and community opposition was minimal. The default posture has been to move fast, engage minimally, and treat public process as a regulatory checkbox rather than a genuine stakeholder conversation.

That approach is increasingly counterproductive.

Opposition to data center projects has mounted in communities from the Netherlands to rural Ireland to suburban Virginia. The objections range from environmental concerns to aesthetic ones to straightforward anxiety about the industrialization of rural landscapes. Where developers have failed to engage early, they've faced project delays, permit denials, and organized opposition that adds years to timelines.

The developers who are actually succeeding in new markets are the ones treating community relations as infrastructure — something to build deliberately before the project breaks ground, not something to manage reactively when the opposition shows up at a commission meeting.

Effective engagement means more than holding a public information session. It means meeting with fire and rescue leadership six months before permit filing. It means offering concrete answers to water use questions before commissioners have to ask. It means showing up with a community benefit package that reflects what the community actually needs — not a generic corporate responsibility statement.

For communities, the parallel obligation is building enough institutional knowledge to engage meaningfully. A commissioner who knows what a 100 MW facility means for the local grid, who understands interconnection timelines, and who has seen a development agreement from another jurisdiction is a far more effective advocate than one encountering these concepts for the first time in a public meeting.


The January meeting where a commissioner asked whether the county could stop the data center developer wasn't an endpoint — it was a beginning. The communities navigating data center growth most effectively aren't the ones trying to block development. They're the ones who showed up prepared to shape it.

The infrastructure is coming. The question is whether local decision-makers have the knowledge, the leverage, and the political will to ensure it serves the community that hosts it — not just the enterprise that owns it.
