Monrovia's Bold Move: What the Future Google Data Center Really Means
Monrovia's annexation plans could reshape the future of data centers. Discover the implications for landowners and investors!
Annexation doesn't usually make headlines. It's the kind of municipal housekeeping that gets buried in city council agendas and skimmed past by anyone not directly affected. But when Monrovia, California, starts exploring annexation specifically to accommodate a Google data center, that's a signal worth paying attention to — both for what it says about where hyperscale infrastructure is heading and what it means for everyone with land, capital, or a stake in the region.
This isn't just a local story. It's a preview of how mid-sized municipalities are repositioning themselves in the race to capture data center investment and the lengths they're willing to go to make a site viable.
Why Google Is Looking at Monrovia
Google doesn't pick sites randomly. Site selection for hyperscale data centers involves months — sometimes years — of due diligence across power availability, fiber connectivity, water access, seismic risk, tax incentives, and local government cooperation. When a company at that scale signals interest in a specific location, it's because that location has cleared a very high bar.
The fact that Monrovia is actively exploring annexation to bring this site under its jurisdiction tells you exactly how serious both parties are. Annexation isn't a formality. It's a legal process that shifts boundaries, extends city services, and changes the regulatory environment for a parcel. Cities don't do that for speculative deals.
Monrovia sits in the San Gabriel Valley, east of Los Angeles — close enough to major fiber corridors and the LA metro power grid to be operationally attractive, but far enough from the city's density and cost structure to offer more flexibility on land and infrastructure. For Google, that combination is exactly what large-scale compute infrastructure needs: proximity to interconnection and distance from urban congestion.
Zoning Ordinances: The Invisible Infrastructure
Before a single kilowatt of power flows through a data center, a zoning ordinance has to say it can be built there. That's not a technicality — it's the foundation everything else rests on.
Data centers are classified differently across jurisdictions. Some cities treat them as light industrial uses. Others require conditional use permits, impose noise restrictions on cooling equipment, or limit building height and footprint in ways that make hyperscale facilities impractical. Getting zoning right is often harder than getting the land.
In Monrovia's case, the city's willingness to align its zoning ordinances with the project's needs is arguably the most important thing it can offer Google — more than any tax incentive. Certainty is currency in infrastructure development. Developers and their lenders need to know that permitting won't be weaponized by local opposition 18 months into a project. When a city signals early that it's willing to do the regulatory work, it dramatically de-risks the development timeline.
The annexation piece reinforces this. By bringing the site inside city limits, Monrovia can apply its own zoning framework directly — rather than leaving the parcel subject to county rules that may be slower to adapt or less favorable to large-scale industrial development.
What Landowners in Adjacent Areas Should Understand
Zoning changes don't stay neatly inside property lines. When a municipality rezones or extends its boundaries to accommodate a major development, surrounding parcels often see their classifications and potential uses shift as well. If you own land within a mile or two of this site, it's worth understanding what Monrovia's general plan says about that area — and watching whether annexation triggers a broader update.
Water, Sewer, and the Infrastructure Equation
Here's where the conversation gets practical in a way that's easy to underestimate.
A hyperscale data center is not a warehouse with servers. At scale, these facilities consume millions of gallons of water annually for cooling. Google's data centers have drawn significant scrutiny for their water usage — in 2022, the company reported consuming approximately 5.2 billion gallons globally, a figure that jumped sharply as AI workloads intensified demand on cooling systems. A single large campus can use as much water as a small city.
Monrovia guaranteeing water and sewer service to the site isn't a footnote — it's a material commitment that will require capital investment and long-term planning. That means upgraded trunk lines, expanded treatment capacity, and coordination with regional water authorities. For a city of roughly 37,000 residents, absorbing the infrastructure demands of a hyperscale tenant is not a trivial exercise.
This cuts both ways. The infrastructure investment required to serve Google also benefits existing residents and businesses — larger pipes, modernized systems, increased capacity. But it also concentrates infrastructure dependency on a single large customer. If the project scales back or Google's needs change, the city is left with infrastructure sized for demand that may not materialize.
Savvy municipal officials understand this trade-off going in. The question is whether the long-term property and utility tax revenue justifies the upfront capital exposure. In most cases involving a creditworthy tenant like Google, the math works — but the city needs to negotiate carefully to ensure Google contributes meaningfully to infrastructure costs rather than treating city guarantees as a free option.
What This Means for Landowners and Investors
Data center development reshapes land values in a specific and sometimes counterintuitive way. The parcels immediately adjacent to a facility don't necessarily become more valuable for residential or retail uses — in fact, industrial neighbors can suppress those uses. But for landowners holding properties zoned for industrial or mixed-use, proximity to a Google-anchored development is a different story.
Land that was previously valued as generic industrial can reprice quickly once a hyperscaler anchors the area. Power infrastructure gets built out. Fiber routes get extended. Secondary suppliers — cooling equipment vendors, security operators, facilities contractors — often cluster nearby. That secondary demand drives industrial land absorption in ways that spill outward from the primary site.
For investors watching the Monrovia Google data center development, the opportunity isn't just the data center itself — it's the ecosystem it creates. Sale-leaseback structures, build-to-suit opportunities for ancillary industrial uses, and land assemblage around power substations are all plays that sophisticated investors have executed successfully around hyperscale campuses in other markets.
The caveat: data center-adjacent investment requires understanding the specific infrastructure constraints of the area. Power availability — not just today, but the projected capacity from SCE's local grid — is the binding constraint. Land without power access doesn't benefit from proximity the way land with a clear path to interconnection does.
Where Data Center Development Is Actually Heading
Monrovia's move fits a broader pattern that's accelerating across secondary and tertiary markets. The traditional data center clusters — Northern Virginia, Silicon Valley, Phoenix, Dallas — are running into their own constraints. Power queues in Northern Virginia stretch years out. Phoenix has faced backlash over water usage. Land costs in established markets have compressed returns.
The response from hyperscalers has been geographic diversification. Google, Microsoft, and Amazon are all actively developing facilities in smaller markets where local governments are hungry for the investment, power capacity is available, and land costs leave room for the capital-intensive builds these facilities require.
What Monrovia is doing — proactively reshaping its legal and regulatory posture to attract this investment — is the playbook that wins in this environment. Cities that wait for developers to come to them, then run projects through standard permitting timelines, will lose deals to municipalities that have already done the groundwork.
The AI buildout is the demand driver underneath all of this. Training large language models and running inference at scale is extraordinarily compute-intensive, and that compute lives in data centers. Industry analysts have consistently revised their data center capacity forecasts upward over the past two years as AI adoption has outpaced projections. That demand doesn't slow down in a market downturn the way commercial real estate does — it's increasingly treated as critical infrastructure.
For Monrovia, landing a Google data center isn't just an economic development win for this cycle. Done right, it establishes the city as a viable location for the next facility and the one after that. Infrastructure begets infrastructure. The cities that understand that earliest will capture a disproportionate share of one of the most durable capital investment trends of the next decade.
