Environmental Justice in Data Center Development

The data center industry is building at a pace the grid can barely keep up with. Billions of dollars are flowing into new facilities — hyperscale campuses, edge deployments, AI inference clusters — and communities across the country are watching construction crews arrive before anyone thought to ask whether they should be there. This gap between speed and accountability is exactly where environmental justice lives.

Lucy Contreras, Illinois State Director for Green Latinos, has been one of the clearest voices connecting these dots. Her work surfaces a question the industry tends to sidestep: Who bears the costs of digital infrastructure, and who actually benefits?

What Environmental Justice Actually Means in This Context

Environmental justice isn't a soft concept. It has a specific, legally grounded definition rooted in the 1994 Clinton executive order requiring federal agencies to identify and address disproportionate health and environmental burdens on low-income communities and communities of color. Applied to data center development, it means asking hard questions before breaking ground — not after.

The communities most likely to host large-scale data centers are often the least equipped to negotiate the terms of that relationship.

Industrial-zoned land is cheaper. Transmission infrastructure tends to cluster in older, lower-income areas. Water access for cooling draws facilities toward specific geographies. These aren't random patterns — they're economic logic operating on top of historical inequities. The result is that data centers regularly land in communities that didn't choose them, weren't meaningfully consulted, and won't see most of the tax revenue that ends up in municipal general funds rather than local schools or health services.

Understanding this isn't anti-development. It's the prerequisite for development that actually holds up over time.

What Data Centers Actually Do to Communities

A 100-megawatt data center — a mid-sized hyperscale facility by today's standards — can consume between 1 and 5 million gallons of water per day for cooling, depending on design and climate. It can draw enough power to supply 80,000 homes. It typically employs somewhere between 30 and 50 people full-time on-site.

That ratio matters. The infrastructure burden lands on a community. The jobs largely don't.

This isn't a knock on the technology — it's an honest accounting. Data centers generate enormous economic value, but that value is distributed globally while the noise, traffic during construction, strain on local utilities, and potential air quality impacts from backup diesel generators remain local. In regions where grid reliability is already stressed, large new loads can push costs onto all ratepayers, including residents who will never benefit from the facility's services.

Sustainable infrastructure, genuinely defined, has to account for where the costs land — not just where the carbon credits get claimed.

There are also longer-term land use consequences. When a major facility anchors an area, it shapes what comes next. Smaller industrial users get priced out. Zoning adjustments follow investment rather than community planning. By the time residents understand what's been approved, the entitlement process is often well past the point of meaningful input.

Where the Industry Has Actually Gotten It Right — and Wrong

The honest case studies are instructive precisely because they're mixed.

On the positive side, some operators have made genuine commitments. Microsoft's data center campuses in certain markets have included community benefit agreements covering workforce training, local hiring targets, and water restoration commitments that go beyond regulatory minimums. Google has pursued projects designed to return more water to local watersheds than they consume. These aren't charity — they're responses to regulatory pressure, community organizing, and reputational risk. The mechanism matters less than the outcome.

The failures are more instructive. Northern Virginia — Loudoun County specifically — has become the world's densest data center corridor, home to roughly 70% of global internet traffic. The speed of development there overwhelmed planning capacity. Transmission line projects needed to serve those facilities cut through residential areas with minimal community input. The electricity demand growth contributed to rate pressure across Dominion Energy's service territory. Local officials who initially welcomed the tax revenue have since imposed moratoriums trying to catch their breath.

The lesson isn't that data center development is inherently unjust. It's that velocity without process produces outcomes that are very difficult to reverse.

What Equitable Planning Actually Looks Like

Contreras's perspective points toward a model where equity in data centers isn't retrofitted after permitting — it's baked into the site selection and community engagement process from the start.

Stakeholder Engagement That Isn't Theater

Real engagement isn't a public comment period held on a Tuesday afternoon in a government building. It's sustained, multilingual, and begins early enough that community input can actually change outcomes. Environmental justice practitioners consistently point to the difference between informing communities and involving them — the former is compliance, the latter is planning.

Operators serious about this are building relationships with local environmental and civic organizations before they need those relationships. They're conducting health impact assessments alongside environmental impact reviews. They're putting workforce agreements in writing with enforcement mechanisms, not just press release language.

Regulatory Considerations That Are Shifting

The regulatory landscape is moving, if unevenly. The EPA's Office of Environmental Justice has been more active in recent years. Several states — Illinois among them, given the advocacy landscape Contreras operates in — have been strengthening cumulative impact analysis requirements that consider what a new facility adds to an already-burdened community's total environmental load, not just whether it meets individual permit thresholds in isolation.

The most forward-thinking developers aren't waiting to be regulated into community accountability — they're using it as a competitive differentiator.

This matters practically because permitting timelines for contested projects can stretch for years. A facility that navigates community relationships well often gets to operation faster than one that generates opposition, even if the path looked slower at the start.

Where This Goes from Here

Several forces are converging in ways that make environmental justice increasingly central to data center development — not peripheral to it.

First, AI infrastructure demand is accelerating the buildout dramatically. Projections from Goldman Sachs and others suggest data center power demand could grow 160% by 2030. That scale of expansion will touch more communities, draw more regulatory scrutiny, and face more organized opposition if the industry doesn't get ahead of it.

Second, green technology commitments from hyperscalers are increasingly subject to third-party scrutiny. Claims about 100% renewable energy matching or net-zero water use are being examined more carefully by regulators, journalists, and NGOs. The gap between marketing language and operational reality is narrowing as a political risk.

Third, the communities most affected are becoming better organized. The playbook that worked in 2015 — move fast, engage minimally, absorb local friction — is producing more regulatory delays, more litigation, and more reputational exposure than it did a decade ago.

The operators who will build efficiently through this decade are the ones who treat environmental justice not as a compliance checkbox but as genuine intelligence about where projects will succeed and where they'll stall. That means earlier engagement, real community benefit commitments, and transparency about impacts rather than spin about benefits.

The data center industry is not going to slow down. The question is whether its growth compounds historical inequities or starts to correct them. That choice is made one site selection decision at a time — and the communities in the path of that growth are paying close attention.
