The speed of development there overwhelmed planning capacity. Transmission line projects needed to serve those facilities cut through residential areas with minimal community input. Where This Goes from Here

Several forces are converging in ways that make environmental justice increasingly central to data center development — not peripheral to it.

First, AI infrastructure demand is accelerating the buildout dramatically. Projections from Goldman Sachs and others suggest data center power demand could grow 160% by 2030. That scale of expansion will touch more communities, draw more regulatory scrutiny, and face more organized opposition if the industry doesn't get ahead of it.

Second, green technology commitments from hyperscalers are increasingly subject to third-party scrutiny. Claims about 100% renewable energy matching or net-zero water use are being examined more carefully by regulators, journalists, and NGOs. The gap between marketing language and operational reality is narrowing as a political risk.

Third, the communities most affected are becoming better organized. The playbook that worked in 2015 — move fast, engage minimally, absorb local friction — is producing more regulatory delays, more litigation, and more reputational exposure than it did a decade ago.

The operators who will build efficiently through this decade are the ones who treat environmental justice not as a compliance checkbox but as genuine intelligence about where projects will succeed and where they'll stall. That means earlier engagement, real community benefit commitments, and transparency about impacts rather than spin about benefits.

The data center industry is not going to slow down. The question is whether its growth compounds historical inequities or starts to correct them. That choice is made one site selection decision at a time — and the communities in the path of that growth are paying close attention.
