A recent analysis by Columbia University's Sabin Center found that over 200 local jurisdictions have enacted restrictions or bans on utility-scale solar development since 2018.
The most common restrictions include large setback requirements (500-1,000+ feet from property lines), height limitations that preclude tracking systems, vegetative screening mandates, acreage caps that limit project size, and outright bans in agricultural zoning districts. These restrictions can reduce developable acreage by 30-50% or make projects economically unviable altogether.
Community opposition often centers on visual impact, farmland preservation, property value concerns, and distrust of out-of-state developers. While research generally shows that solar installations do not negatively impact nearby property values, this evidence has not fully addressed community concerns, particularly in rural areas where solar development represents a significant land use change.
Successful developers have adopted proactive community engagement strategies. Best practices include holding community meetings before filing permit applications, offering community benefit agreements that may include annual payments to local governments, property tax guarantees, and commitments to use local labor and businesses. Some developers establish scholarship funds or donate to local fire departments and schools.
Several states have implemented state-level siting authority for renewable energy projects to address inconsistent local decision-making. Ohio, Connecticut, and Virginia have centralized siting processes for projects above certain size thresholds, though this approach can generate its own political controversies when local communities feel their input is being overridden.
